Becoming a resident in Spain as a Belgian or Dutch citizen: what do you arrange first?

Becoming a resident in Spain takes more than an NIE number. As a Belgian or Dutch EU citizen you need to distinguish between your right to live in Spain, your registration with the Spanish authorities, your municipal registration and your tax residence. Those elements are connected, but no single document automatically arranges everything.

So start with your actual moving plan. Are you going to live permanently, stay part of the year, or first try living there for a longer period? With a clear plan you can align the choice of home, health cover and paperwork.

NIE
Identification number for foreigners. Does not prove you live permanently or are a tax resident.
EU registration
Registration as an EU citizen for a longer stay. Does not automatically settle your tax obligations.
Padrón
Registration with your municipality. Not an independent tax residence decision.
Tax residence
Which country treats you as a tax resident. Healthcare and municipality do not follow automatically.
